WebSwashbuckler is a really good damage buff that is realitively easy to keep up. Frenzy provides more QoL, but has a delayed activation time. IMHO Frenzy is better for PvE - if the fight lasts less than the activation time, you didn't need it anyways. If the fight lasts longer, you'll have the buff active the entire time without issues.
